Khoong Hock Yun

Khoong Hock Yun is Partner of  Tembusu Blockchain Fund.

He has over 30 years of experience in both public and private sectors. He was a Programme Director in the Ministry of Defence (1983 to 1989) before joining the private sector where he led a US Corporate Business Group, holding profit & loss (P&L) and establishing world leadership for its product lines. In 2000, he re-joined the public sector and rose to be a Public Service Leader in the Singapore Government and the Chief Digital Evangelist of the Infocomm Media Development Authority, where he led several major government-industry collaborative efforts to develop Singapore as one of Asia’s most dynamic and vibrant Info-communications hubs, helping to grow Singapore’s Info-communications revenue from S$20B in 2000 to $70B in 2015.

Among the many nation-wide initiatives, he conceived Singapore’s Smart Nation initiative in 2014, led the creation and deployment of several world-leading digital-enabled transformative services in finance, healthcare, education, retail and logistics industries; formulated and implemented Singapore’s Next Generation Nationwide Broadband Network (Next Gen NBN) from 2003 to 2013, that provided a world-leading open-access, 3-tier broadband network environment that was named by Singapore’s Institute of Engineers as “One of Singapore’s Top 50 Engineering Feats”; conceived and implemented Singapore’s Wireless@SG, nationwide free WiFi service in 2006 that won the 2007 Wireless Internet Institute’s Wireless Communities Best Practices Award for Economic Development for utilizing broadband wireless technology to meet social and economic challenges. In 2009, Mr Khoong received the Public Administration Medal (Silver).

He is also a Fellow of the Singapore Computer Society (SCS) and member of their Executive Committee, a Senior Member of The Institution of Engineers and a member of the Engineering Accreditation Board (EAB), a member of the Singapore Institute of Directors, and Chairman of Board of Management, Geylang Methodist Schools (Primary and Secondary).

He is a Harvard Business School alumnus, holds a Bachelor of Electrical/Electronics Engineering, Masters in Science and a Masters in Business Administration from the National University of Singapore.
