Tembusu Partners Congratulates Lim Hwee Hua for Launch of New Book “Government in Business – Leading or Lagging?”

Tembusu Partners extends our warmest congratulations to our Co-Chairman and Former Singapore Minister, Mrs Lim Hwee Hua, on the launch of her new book entitled “Government in Business – Leading or Lagging?”.

The book was launched together with Guest of Honour, Minister Chan Chun Sing, Minister for Trade and Industry on 18 February 2021 at the event jointly organised by Singapore Institute of Management, World Scientific Publishing, the publisher, and NUS Lee Kuan Yew School of Public Policy. 

There was a panel discussion on the broader topic of the role of government in business, featuring Prof Kishore Mahbubani, Distinguished Fellow at Asia Research Institute of NUS, Mr Lien Choong Luen, CEO of Gojek Singapore, and moderated by Mr Viswa Sadasivan, CEO of Strategic Moves.

A follow up to her previous book launched in 2013, “Government in Business – Friend or Foe?”, in which she discusses the state’s role in business and the economy, “Government in Business – Leading or Lagging?” explores the regulatory challenges faced in governance amidst the backdrop of rapid technological innovation and disruption.

In her introductory speech at the launch, Mrs Lim pointed out that while it was fashionable not too long ago to incline towards a “less government-more market” economy, the Covid pandemic has turned everything on its head.

She goes on to note that “timing is everything” in threading the line between “letting innovation blossom” and responding when “innovation encroaches onto a regulated domain and poses real or potential systemic risks”.

“Striking the right balance between the amount of public and private participation is often a work-in-progress.”

Speaking at the event, Minister Chan Chun Sing said regulatory agility is key as the government’s goal as a regulator was “not to play catch-up reactively”, but to be a “proactive enabler of innovation, opportunity and growth”, citing Singapore’s regulatory sandboxes in fintech, healthcare and energy.

He remarks that the case studies highlighted in the book show that theory often sees unexpected deviations, when put into practice and that governance is about applying what is the most appropriate in each instance.

“Ultimately there is no secret sauce”.

“Government in Business – Leading or Lagging?” by Lim Hwee Hua, in English, is now available for sale online and in bookstores in Singapore. Translated editions in Chinese and Spanish is expected to be launched later this year.
